The consortium will spur broadband use by emergency response organizations and benefit any organization at a state or regional level deploying NG9-1-1/emergency communications networks, services and applications. We believe that our project will produce measurable benefits to companies that are seeking to develop and sell standards-based NG9-1-1/emergency response applications or services.
In each case we are seeking one or more vendors that will contribute or engage in cost sharing with us to develop and deploy first reference models or commercial products/services. We plan to seek and provide funds to technology partners for these specific services, and then promote the use of the services.
You can help us and improve your chances of being selected as a partner by the Consortium if you can provide measurable cost sharing and/or offering of services at lower than commercial rates (e.g. first office application of a new service at a significant discount; discount for the first 50 agencies to use a service, etc.). This is important to us because they can be counted towards the minimum 20% match we must have.
The following are elements of our plan for which your company may well provide the solutions:
Network Services
- Assistance in design and management of backbone network for all emergency service providers (not just 9-1-1) for (a) states/regions, and (b) a national internetwork among states and regions;
- Hosting of specific listed hosted services described below;
- Network capacity (bandwidth); and
- Shared managed services that support such networks (e.g. denial of service, other)
Standards Coordination
- Software process tools and services to support standards projects
Core Services
Core services to be offered to all emergency agencies, including 9-1-1; participate in OpenGeospatial Consortium (OGC) core services standardization process; support limited uses in states/regions
- Develop first reference model of agency locator core service from existing detailed design and wireframes and current IETF and other standards;
- Develop first reference model of access control (rights management) by modifying commercial-off-the-shelf (COTS) product with GIS and other factors to work closely with agency locator core service from existing detailed design and wireframes and current IETF and other standards;
- Same with identity management COTS product.
Single and Multiple Domain Hosted Services
- Develop first office applications (FOAs) of hosted services for key NG services for 9-1-1 and others
- Call handling for 9-1-1 and N-1-1
- 9-1-1 services to the deaf and hard of hearing
- Computer aided dispatch
- Records management
- Develop FOA for hosted customer and middleware for emergency messaging, alerts and warnings o Intelligent routing broker o Hosted low-cost messaging initiation and receipt application
- Support ongoing efforts to deploy hosted situational awareness applications nationally (e.g. Virtual Alabama)
- Develop FOA of hosted middleware to access and share emergency medical response information among various responding entities
Next Gen Safety Demonstration Platform
- Web portal and hosting of “next generation safety platform” for companies to demonstrate and support trials of standards based applications;
- Offer to demonstrate and/or offer reduced pricing on other innovative applications and services that you want to demonstrate on the platform and/or provide for use in trials.
Training and Research
- Offer innovative digital applications and content to train the full range of emergency agencies in using these new systems
- Participate in economic and outcomes cost and benefits analysis of moving to Next Generation safety systems.
